You mentioned that the 7700k has a baseclock of 4.2 GHz and turboboost at 4.5GHz, but mine doesn't want to go to those frequencies. I downloaded Intel Extreme Tuning Utility and ran a few benchmark tests, and my maximum processor frequency was at 3.52GHz for some reason. The only thing I got to fix is my processor. After altering all of my settings I managed to get and maintain 60 fps.
